Many homeowners can’t believe it, but the Texas Department of Licensing & Regulation does NOT require any kind of licensing of state roofers.

As you might imagine, this can lead to anyone with a truck and a ladder calling themselves a roofing company. It can allow unscrupulous out-of-state contractors to descend on the Houston area after a storm to try to drum up business with insurance claims. Any and all kinds of mischief can occur.
This is not good for homeowners because roofing is a highly skilled trade and a roof is the most important system protecting your home or business. In other words, you don’t want some amateur or hack anywhere near your roof.
However, there is something Houston roofers can do about this – and we’ve done it. The Roofing Contractor Association of Texas (RCAT) is a group that has developed standards under their RCAT Licensed Roofing Contractor program, and any roofing company can voluntarily take and pass a test to earn a roofing license. Ongoing, annual training is required by RCAT to maintain the license.
This form of voluntary self-regulation is something that top roofing contractors do to demonstrate a commitment to professionalism and accountability.
What Is RCAT Licensing
So what kind of qualifications does a roofer need to meet to earn a RCAT license?
First you should know that it is open to all Texas roofers who want to meet the requirements, just that many choose not to apply.
Here are some of the key standards which must be met to become licensed by RCAT:
- Must show financial responsibility and stability.
- Must demonstrate proof of proper insurance.
- Must provide proof of adequate Worker’s Compensation or another insurance plan providing similar benefits.
- Must pass a business and safety knowledge exam.
- Must pass a roofing exam with a qualifying score.
For homeowners, an RCAT licensed is proof that a company is not a ‘fly-by-night’ operation and that it meets professional standards for financial stability and proper insurance.
We don’t recommend considering any Houston roofer who does not meet these standards because that puts all the risk on you, the homeowner.
